| Board Secretariat and Corporate Information Department | | Manager/Corporate Secretary - Paulette Vetleson Paulette Vetleson leads a staff group that is responsible for providing administrative and legislative services to the political boards and committees, establishing practices and standards for managing corporate records, operating a library of Metro Vancouver publications and collections, ensuring adherence to the Freedom of Information and Protection of Privacy Act; and establishing a contact centre to serve as the primary point of contact for public inquiries. Paulette’s team is also responsible for managing elections/ referendums for Electoral Area ‘A.’  | | Chief Administrator's Office | | Commissioner/Chief Administrative Officer - Johnny Carline Johnny has provided leadership and oversight to all staff and programs since he joined the Metro Vancouver in 1997. He represents the organization to senior staff and councils of member municipalities in the region as well as external agencies and senior levels of government. As commissioner of both the Greater Vancouver Water District and the Greater Vancouver Sewerage and Drainage District, he exercises wide-ranging powers regarding capital and operating programs. Johnny also acts as executive director to the Greater Vancouver Labour Relations Bureau. Previously, Johnny held positions as senior transportation planner and manager of planning policy for the City of Toronto, associate director of planning for the City of Vancouver, director of planning for the City of Surrey, and city manager for the City of Richmond.  | Deputy Commissioner/Deputy Chief Administrative Officer - Delia Laglagaron Delia Laglagaron acts for and on behalf of the CAO on any and all matters relating to overall management of the Metro Vancouver’s diverse programs, with particular emphasis on contract approvals, authorization of staffing proposals and implementation of corporate-wide management systems. She is also deputy commissioner of the Water and Sewer Districts.  | | Corporate Relations | | Manager - Heather Schoemaker Heather Schoemaker leads a team that gives voice to Metro Vancouver programs, policies and initiatives. As the conduit between Metro Vancouver and its many audiences and stakeholders, Corporate Relations promotes regional sustainability and invites public input and participation in the development of organizational priorities. This department has four core divisions – Corporate Communications, Media Relations and Issues Management, Multimedia Services, and External Outreach and Intergovernmental Relations. Other services include Web Production and Design Management, Aboriginal Relations, Sustainability Academies and Administrative Support.  | | Corporate Services | | Manager - Greg Smith Greg Smith leads a staff group that provides information technology resources for user groups across the corporation. His responsibilities include planning and acquiring hardware and software, managing networks and consulting with users on IT solutions to meet business needs, as well as communications technology. Greg also has responsibility for managing the Metro Vancouver’s Head Office building (including building maintenance, renovations and tenant relations), and for corporate safety, security and emergency management and response.  | | Engineering and Construction | | Manager - Tim Jervis Tim Jervis leads a staff group that provides engineering design, technical support and construction services for large-scale capital projects throughout the region. These infrastructure projects, which include water supply and sewer collection pipes, drinking water treatment facilities, water storage dams, sewage treatment plants and a wide assortment of related equipment and facilities, are designed and built by a combination of staff and consulting/contracted professionals and firms.  | | Finance and Administration | | Chief Financial Officer - Jim Rusnak Jim Rusnak leads a staff group that is responsible for the financial management of the organization. This includes, along with overall financial stewardship, providing services to Metro Vancouver departments relating to accounting, accounts payable, financial planning, analysis and reporting, internal audit, payroll, purchasing, property acquisition and management, risk management and treasury.  | | Human Resources | | Manager - Linda Shore Linda Shore leads a staff group that provides a full range of human resource management services to all Metro Vancouver departments. The services provided include employee recruitment, labour and employee relations, compensation and benefits plans administration, organization development and training, internal communications, employee records and human resources information systems.  | | Labour Relations | | Manager - Malcolm Graham Malcolm Graham leads a staff group that provides collective bargaining, compensation, labour relations research and related employee relations services to the Metro Vancouver, its member municipalities and external fee-for-service employers.  | | Legal | | Corporate Solicitor - Ralph Hildebrand Ralph Hildebrand leads a legal team that is responsible for providing legal advice to all departments and to the Boards of the Greater Vancouver Regional District, the Greater Vancouver Water District, the Greater Vancouver Sewerage and Drainage District and the Metro Vancouver Housing Corporation. His responsibilities include planning for the long range development of the legal team in order to meet Metro Vancouver’s legal service needs, directing the provision of legal services and retaining and working with external counsel on opinion and litigation matters.  | | Metropolitan Planning, Environment and Parks | | Manager - Gaetan Royer Gaëtan leads a staff group engaged in planning, acquiring, maintaining and programming for an extensive parks network across the region and in the lower Fraser Valley. Along with the preservation of green space and wildlife habitat, responsibilities include managing implementation of the Regional Growth Strategy, intensifying the use of industrial land, improving air quality and establishing regulations in support of the Sustainable Region Initiative, as well as administration of the electoral area.  | | Operations and Maintenance | | Manager - Doug Humphris Doug Humphris leads a staff group that provides operations and maintenance functions across a diverse range of utilities infrastructure, including watershed management, drinking water treatment and supply, sewage and drainage collection and treatment, technical support and vehicle fleet maintenance. Doug also oversees the work of the Quality Control Division, which monitors drinking and receiving water quality.  | | Regional Housing | | Manager - Don Littleford Don Littleford leads a staff group that manages a portfolio of non-market housing developments throughout the Metro Vancouver. Working with appropriate community and external agencies, Don has overall responsibility for acquiring, financing and constructing new facilities as well as operation, maintenance (through staff and/or contractors), and tenant relations in existing properties.
 | | Solid Waste | | Manager - Paul Henderson This department is responsible for providing solid waste planning, resource and energy opportunities, and contract management services. The department’s activities include management of solid waste collection, transportation and disposal facilities serving Metro Vancouver member municipalities; solid waste policy and analysis, zero waste implementation, recovery and disposal facilities, solid waste energy, and utility residuals management.  | | Utility Planning | | Manager - Toivo Allas Toivo leads a staff group who provide integrated utility planning and environmental management services, utility analysis and utility research and opportunity projects. The department's activities include planning and analysis for facilities, utility services, long-range planning implementation and environmental management.  |
