Joint Water Use Plan for Seymour-Capilano Watersheds 

Metro is developing a Joint Water Use Plan for the Seymour and Capilano Watersheds. This Water Use Plan is about how the reservoirs and dams are operated, how water is released from the reservoirs and how it is allocated (as examples: drinking water, fisheries habitat, proposed power generation). This plan will guide sustainable management of these important water resources. The planning process will explore whether and how hydropower generation from existing reservoirs can be accommodated within Metro Vancouver’s commitment to:

  • continue to supply clean, safe drinking water 
  • protect fish habitat 
  • adapt to climate variability and climate change.

Other community interests such as recreation, culture and heritage, and safety, will be reviewed within the context of the planning process.

 Water Use Planning Process

A Water Use Plan is prepared under the Provincial Water Act, and follows the Provincial Water Use Planning Guidelines

This process has been active over the last few years with conversations among Metro Vancouver, member municipalities, First Nations, interested community groups, BC Hydro and others.

WORKING WITH THE COMMUNITY
Public Meeting

Metro Vancouver held a public meeting on October 12, 2010 to introduce the Joint Water Use Plan (JWUP) and process, and to identify interests related to the use of water that is stored in the Capilano and Seymour watersheds. Following an introduction by the Chair of Metro Vancouver’s Water Committee, presentations were made by Metro Vancouver and the Comptroller of Water Rights.

Consultative Committee

Following the October 12, 2010 public meeting, Metro Vancouver publicly announced a request for participation in the Joint Water Use Plan Consultative Committee (JWUP CC). Potential public interest group representatives, including community, First Nations, regional and municipal governments, fisheries, recreation and other interests, submitted their expressions of interest to the Joint Water Use Plan Steering Committee. This interagency steering committee, whose mandate is to provide advice to Metro Vancouver on the content and process for developing the JWUP, selected members to participate in the JWUP CC.

Since February 24, 2011, the Consultative Committee has been meeting periodically to discuss the key issues related to planning for the JWUP. The Consultative Committee has formed two technical working groups in the key areas of fisheries and recreation to further review issues and how best to address them through the JWUP process. The CC will meet until they complete their responsibility to produce a Consultative Committee report, to be considered by Metro Vancouver in their preparation of the draft JWUP for the Capilano and Seymour facilities.

Joint Water Use Plan Consultative Committee Mandate
The mandate of the JWUP CC is to identify and explore water use options and alternatives to current operating practices, and collaboratively develop recommendations for consideration by Metro Vancouver when preparing the JWUP for operation of the Capilano and Seymour water control facilities. The scope of the JWUP includes the reservoirs and lower rivers of both systems below the dams.
