Emergency Management 
Electoral Area A Emergency Response
Metro Vancouver is responsible under Provincial legislation for emergency planning and response in Electoral Area A. Response services provided are:
  • Emergency Social Services
  • Disaster Financial Assistance
  • Wildland Fire Suppression (under agreement with BC Forest Service)
  • Incident Command

Each municipality within Metro Vancouver is responsible for their own Emergency Management and Response, contact them directly for information.

The University of BC is responsible for managing emergencies on campus lands in conjunction with Metro Vancouver.

We have conducted a Hazard Analysis and developed an Emergency Plan that covers all portions of Electoral Area A, it defines our response to specific emergencies and provides a framework for overall response. The Emergency Plan for Electoral Area A was adopted by the Board in May 2007 and affirms our continued commitment to the health and safety of all residents of the region.
Regional Emergency Planning
Joint Emergency Liaison Committee (JELC) is a partnership between Local Governments in the Lower Mainland and the Province of British Columbia. Using a cooperative model it focuses on cross-jurisdictional emergency planning and preparedness through establishment of task focused working groups. JELC is co-chaired by the City Manager of Vancouver and the Deputy Minister, Ministry of Public Safety and Solicitor General. 
 
The JELC was formed in 1995 and from then until 2001 focused on research through establishing subcommittees on:
  • Communications
  • Dangerous Goods
  • Seismic upgrade of Disaster Response Routes
  • Structural Assessment
  • Urban Search and Heavy Rescue
  • Provision of Drinking Water

In 2002 implementation became the focus and working groups were established. Current Working Groups:
  • Critical Infrastructure
  • Disaster Debris Management
  • Disaster Response Routes
  • Emergency Information Communicators
  • Emergency Operations Centre (EOC) Technical Communication 
  • Regional Emergency Management (Governance)
  • Hazardous Materials
  • Provision of Water
