Security 

On a global scale, serious security concerns arise from issues such as income inequality, food security, climate
change, the global drug trade, etc. Local echoes of these themes are present in petty crime, the drugs/mental
health/poverty/crime syndrome , and the dilemma about illegal immigration. While addressing the bigger
themes appropriately may mitigate political security issues, local strategies that are both proactive (e.g. training
and rehabilitative strategies) and reactive (e.g. policing and harm prevention) are initially needed as steps towards
creating an ultimately compassionate and just society.

During the Congress, you will be asked to consider the following strategic direction:

That Metro Vancouver leads in developing strategies to address public safety and social inequity with the intention of reducing our region’s exposure to security risks.

That local agencies and institutions other than Metro Vancouver lead in developing strategies to address public safety and social inequity with the intention of reducing our region’s exposure to security risks.

That national and international agencies and institutions, rather than local actors, intervene with policy, regulation and legislation that enhance public safety, strengthen support networks and address local security concerns.

That market forces such as economic growth, innovations in environmental management, and increased global access to resources reduce our region’s exposure to security risks.

That we turn our attention to other issues - security is not of critical concern to our region
